Introduction to the Ban
The Maldives has banned tobacco smoking for young people born on or after January 1, 2007, making it the only country in the world to enforce a nationwide, intergenerational tobacco ban. The archipelago’s health ministry announced that it is illegal for younger generations to consume, buy or sell tobacco in the country. This ban reflects the government’s strong commitment to protecting young people from the harms of tobacco.
Details of the Ban
The new ban applies to all types of tobacco, and retailers are required to verify age before sale. This is in line with the Maldives’ commitments under the World Health Organization Framework Convention on Tobacco Control. According to the UN health body, this convention provides a global response to a global problem – namely the tobacco epidemic.
Impact on Tourism
Tourists visiting the islands of the Maldives must also abide by the law. However, it is argued that the smoking ban will not have a negative impact on tourism. People visit the Maldives for the beaches, sea, sun, and fresh air, not for smoking. Despite the new regulations, there were no cancellations from tourists, and the number of arrivals increased last year. In fact, more than 2 million tourists are projected to visit next year.
Comparison with Other Countries
New Zealand had planned to pass a generational smoking ban, but it was scrapped in 2023 after a new government came to power. This move was seen as a setback for many health experts. In contrast, the Maldives is pushing forward with its ban, and other countries, like the UK, are also considering similar legislation. A new version of the legislation introduced by the current government has passed through the House of Commons and is now at committee stage in the House of Lords, approaching the final hurdles before receiving royal assent.
Previous Measures
The Maldives had previously banned anyone from importing, selling, possessing, using, or distributing electronic cigarettes and e-cigarettes, regardless of age. This crackdown on vaping was seen as an important first step because these new devices are a tactic used by the industry to introduce younger generations to addictive processes that are damaging to their health. The country’s deputy chairman of the tobacco control board noted that the ban on e-cigarettes was a good step towards a generation of tobacco-free citizens.
