The current system is broken, with taxpayers paying \u00a332 billion a year for a system that is supported by contributions from unpaid carers, equivalent to a second NHS.<\/p>\n<h2>Impact on Council Budgets<\/h2>\n<p>Social care is consuming an increasing proportion of council budget budgets, leading to overcrowded expenses for other services. The commission has just begun its work, with its first report due next year and a final report in 2028.
